Town Board Meeting held August 14, 2006, at 7:00 p.m. at the Town Hall, Schroon Lake, New York Present: Supervisor: Catherine L. Moses Councilmen: Roger Friedman, Donald Sage, Sharron Tyrrell, Clara Phibbs Hwy. Super.: Michael Marnell Town Clerk: Janice Tyrrell Also Present: List Attached
When the meeting was called to order, Joe Koch, Schroon Lake Park District Commissioner Chairman, was present to give us an up-date on Starbuckville Dam. Joe stated that we have had unusual weather this year with an abundance of water flow. The engineers have been looking at the system, and they feel it is necessary to automate the second gate in order for the system to operate properly. They are in hopes to have the automated system in place by mid September. The extra cost would be about $40,000. Bob Mc Lean stated that he attended the NYSFOLA conference for three days. He stated that he took classes he felt were most relevant to Schroon Lake. He stated that there are weevil bugs and aquatic moths that can help reduce milfoil by 80% in some lakes. Marie Rossi stated that she was a summer resident who was raised in Schroon Lake. She has done a study of local area Town Library services. She stated she did not feel that Schroon Lake Library was open enough hours in the summer months to accommodate the tourists, especially on weekends. The Schroon Lake Association will hold their meeting at the Boathouse on Friday the 18th of August. Supervisor Moses and Stephen LaMere are the guest speakers. Mrs. Spieser asked what type of supervision we have for violators in the town (such as illegal parking etc.). Cathy stated that the State Police are patrolling and working very closely with us for the protection of the town. Clara moved a resolution to table the minutes, as they have not had time to review them, seconded by Sharron; carried. Roger moved a resolution granting facilities use for the Boathouse for a motor boat club in September, seconded by Don; carried. Don moved a resolution to approve bills as audited, seconded by Clara except that she abstained on the Harold Karaka construction bills; carried. Roger moved a resolution approving a budget amendment to increase appropriations SS960 from a Appropriated Fund Balance SS599 to account for the cost of a principal loan payment to Environmental Facilities Corp, seconded by Clara; carried. Don moved a resolution to transfer funds (a check from North Hudson to the Town of Schroon Library) in the amount of $100, just a bookkeeping method to transfer funds, seconded by Clara; carried. The Board wishes to extend a unanimous resolution of congratulations to our little league team with a unanimous second. Cathy stated we received a thank you from the Chamber of Commerce on the 4th of July events, with a thank you to the Word of Life for all of their support and participation. Cathy announced that there would be a meeting at the Firehouse on Pandemic Influenza, on Thursday August 31st. Cathy stated that there would be a pre-construction meeting on airport aprons at 9AM on August 18th at the Town Hall. There will be a Tax Assessment meeting held Wednesday, August 23rd with John Stack at 6 PM at the Boathouse. There will be a pre-construction wastewater treatment meeting August 17th at 11 AM. The milfoil harvest is coming along fine. Steve La Mere has found and harvested several new sites. The Bandstand Project is at standstill, as we are waiting to hear from our engineers before the Board makes a decision on what is to be done. Clara moved a resolution to sign the voting machine resolution, seconded by Roger; carried. Roger moved a resolution, with regret, to accept the resignation from Dan Riggins as Planning Board member, seconded by Clara; carried. Clara moved a resolution to accept Lifeguard Kaylee Decker’s resignation, seconded by Don; carried. Roger moved a resolution to accept and place on file the Park District minutes, seconded by Clara; carried. Roger moved a resolution to accept and place on file Sharon Steen’s 4th of July Parade Report, seconded by Sharron; carried. Clara moved a resolution to accept and place on file the Building/ Zoning Report, seconded by Don; carried. Roger moved a resolution to move forward and adopt the Town of Schroon Controlled Substances & Alcohol Testing Policy updates, seconded by Clara; carried. Cathy stated that there would be staff for three days a week at the Veterans Administration office at the County. Clara asked that we need to get statements from department heads and organizations that expect money from the Town, before budget is discussed. Roger stated that several flags on Main Street are bent. The Street Dance will be held Labor Day weekend from 7:30 to 10:00 with Bobbi Dick and the Sundowners. Clara moved a resolution to adjourn the meeting at 8:40 PM, seconded by Sharron; carried.
