Town Board Workshop held May 22, 2008 at 6:00 P.M. in the Town Hall in Schroon Lake, N.Y.
Present: Supervisor: Cathy Moses Councilpersons: Roger Friedman, Michael Marnell, Clara Phibbs and Mark Whitney Highway Superintendent: Dana Shaughnessy Town Clerk: Patricia Savarie Supervisor Moses called the meeting to order at 6:05 P.M. with the Pledge to the Flag. Town Projects – Harold Karaka Harold Karaka informed the Town Board of the projects that were coming up. He stated the fountain pump was delivered and he would be installing that soon. The Town Board discussed his list and deleted some projects, and approved others. The approved projects will be to wire the stage lighting and sound control at the Boat House, provide maintenance to sidewalk lighting contactors, replace the locks at the Boat House and install a surge protector at Golf Course. Public Participation Councilman Friedman moved to open the floor for Public Participation, seconded by Councilman Marnell; carried. Angie Mead addressed the Board with concerns about how her Water and Sewer Bill was rated per units and suggested to the Board that they amend the laws for Water and Sewer. Councilman Friedman stated that everyone is consistent across the board with there rates and that the Town of Schroon was mandated to upgrade there Waste Water Treatment Plant Power at Ski Tow There was much discussion between the Board Members over wanting to pursue in putting in power to the ski tow. Supervisor Moses suggested that they stay with Steve Nadeau because he is so familiar with the lines and that she would have him give the Town of Schroon a quote on how much it would be to install the power over at the ski tow. Resolution #138 Resignation of Steve Gaillardet Councilwoman Phibbs moved a resolution to accept Steve Gaillardet’s resignation from the Golf Course and Highway Garage effective May 23, 2008 seconded by Councilman Marnell; carried.
Resolution # 139 Advertise for Golf Course Position Councilman Marnell moved a resolution to advertise for a Maintenance Person at the Golf Course and have Mechanical Skills working on Turf Equipment, seconded by Councilman Friedman; carried. Resolution # 140 Snowmobile Trail Fund TOWN OF SCHROON RESOLUTION NO. 140 ON THE SNOWMOBILE TRAIL FUNDS
The following resolution was moved by Councilman Whitney
WHEREAS, This past April, $100 million dollars in fund balances were transferred from various miscellaneous special revenue accounts to the State’s General Fund to fill a gap in the 2008-2009 Enacted State Budget; and
WHEREAS, this included the transfer of $1 million from the Snowmobile Trail Development and Maintenance Fund; and
WHEREAS, these funds were collected through snowmobile registrations for the development of new snowmobile trails and the maintenance of existing trails; and
WHEREAS, this action is contrary to a commitment made by the State that the recent increases in snowmobile registration fees would be dedicated to the improvement of snowmobiling in New York State; and
WHEREAS, despite the characterization by the State that these are “unused funds” whose loss has no impact on services to the public, this action will cause a significant drop in funds available for snowmobile trail maintenance and development across the State this coming snowmobile season; which improvements are vital to rural communities as part of their efforts to grow their local economy.
NOW THEREFORE BE IT RESOLVED THAT, the Town of Schroon strongly opposes this action taken by the State and urges the reinstatement of the $1 million dollar transfer back to the Snowmobile Trail Development and Maintenance Fund, and
BE IT FURTHER RESOLVED THAT, the Town of Schroon opposes any additional taking of monies from any dedicated funds, such as the Snowmobile Trail Development and Maintenance Fund; and
BE IT FURTHER RESOLVED THAT, the Town of Schroon fully supports the enactment of S.8144 (Griffo) / A.11009 (Destito); legislation will direct the State Comptroller to return the $1 million to the Snowmobile Trail Development and Maintenance Fund; and
BE IT FURTHER RESOLVED THAT, the Town of Schroon shall forward copies of this Resolution to Governor David A. Paterson, the New York State Legislature and all others deemed necessary and proper.
This resolution was unanimously seconded and carried.
Dog Signs in Park The Town Board discussed putting up signs in the Park telling people to pick up after their dogs. They will order signs that say Our Park is, Pet Friendly Keep The Park Clean and Safe. “Leash Law” Please pick-up and dispose of pet waste. Please keep your pet in control and on a leash at ALL times. By order of The Town of Schroon. Airport IFE Grant Supervisor Moses will accept the $1500 Airport IFE as recommended by the engineer as a Board Directive. Discussion on Earth Waste Offer The Town Board discussed a few quotes and asked Supervisor Moses to see if Earth Waste would pay more per ton. Councilman Marnell suggested that the Town of Schroon purchase their own container for Scrap Metal and have the County pick it up and deliver it to the Company that will give us the best price per ton. Discussion on Wood Heat for Highway Garage Richard Schoenstadt gave a presentation to the Town Board on the different options there were on wood heat and the savings that there would be to the town. Richard suggested to get quotes from different companies and to try to get the Wood Boiler that was most efficient and suggested going with a European make since they burn the most efficient of all. The Board discussed cutting wood on Town property and having the prisoners come out to help. Resolution # 141 Golf Course Concession Councilman Marnell moved a resolution to accept the bid from Joseph Anthony’s for the Concession Stand at the Golf Course for $100, seconded by Councilman Friedman; carried. Tennis Courts The Board discussed the repairs needed at the Tennis Courts and decided to set up a Workshop at a later date. Resolution #142 Hanger at Airport Councilman Friedman moved a resolution to go ahead to purchase and renovate the Hanger that is already there with the Grant money, seconded by Councilman Whitney, Councilman Marnell voted no; carried.
Executive Session Councilwoman Phibbs moved to go into Executive Session at 9:27 P.M. to discuss a legal issue on the Fire House, seconded by Councilman Whitney; carried Councilwoman Phibbs moved to come out of Executive Session at 9:30 P.M., seconded by Councilman Whitney; carried Councilman Whitney moved to adjourn at 9:30 P.M. ,seconded by Councilwoman Phibbs.
