Special Town Board Meeting held March 10, 2008 at the Town Hall, Schroon Lake N.Y.

The meeting was called to order at 3:00 P.M. and one bid had been received for the Beach
Concession from William Ahern in the amount of $325 for the summer of 2008. Councilwoman
Phibbs moved a motion to adjourn at 3:05 P.M., seconded by Councilman Friedman; carried.

The meeting was called to order at 7:00 P.M. Barbara Brassard from the Empire Zone Office passed out information on the updates within the Schroon Lake area. Barbara informed any business investing over $10,000 for construction, alterations, installation or improvements of their property may be eligible to receive a tax break on the assessed value of the improvements. There is a 50% reduction on the amount of new construction, alterations, installation, or improvements decreasing by 10% each year for 10 years, until 0. PUBLIC PARTICIPATION George Cowan had concerns with the snowmobilers on Hollow Rd. and the condition of the road being to narrow. Safety must be the main concern and that signs should be posted to inform snowmobilers they are entering onto a road. John Porter also had many concerns for the safety of the motor vehicles and the snowmobilers. He stated that he had written the Town Board over his concerns and wanted to know what the town was doing about it. Supervisor Moses stated that they all would have to work together to make it safer and contact the Snowmobile Club to make sure the signs were put up. Councilman Marnell said he would work with Mr. Shaughnessy to make the road wider so cars could get thru a little easier. Councilman Marnell moved a resolution to accept the February 11th minutes, seconded by Councilwoman Phibbs; carried. Councilwoman Phibbs moved a resolution to accept the February 21st minutes, seconded by Councilman Friedman; carried Councilwoman Phibbs moved a resolution to pay bills as reviewed, seconded by Councilman Friedman; carried. Councilwoman Phibbs abstained on the H&K contracting bills. Supervisor Moses stated that Judge Strothenke had applied for a grant under the Justice Court Assistance Program and was awarded $3,689.96. Supervisor Moses applauded the Judge for pursuing the grant that will help buy office equipment and furniture. Supervisor Moses stated that the Emergency Flow Chart was completed and that it would be mailed out to everyone on the list. Councilman Marnell moved a resolution to accept the Airport Closure Procedure for the Town of Schroon, seconded by Councilman Friedman; carried. Supervisor Moses stated she had received the Airport Appraisal Report and the next step would be to send a full copy of the appraisal report to NYSDOT and they will review it. Assuming NYSDOT agrees with the value, then the Board can offer the owner the full amount for the hanger, complete the MOU, and any purchase agreements the Town Attorney feels is appropriate. Councilman Marnell moved a resolution to recommend that a space needs assessment for Town Hall and the Library and that a plan should be put together getting several proposals for work, seconded by Councilwoman Phibbs; carried. Councilman Marnell moved a resolution to amend resolution #95 of 2008, seconded by Councilwoman Phibbs; carried. Councilman Marnell moved a resolution to accept the Schroon Lake Farmers Market for the 2008 season, seconded by Councilwoman Phibbs; carried. Councilman Friedman moved a resolution to appoint Gary Glebus as Town Historian, unanimously seconded and carried. Councilman Friedman moved a resolution to accept Guy Williams as Zoning Board Alternate, seconded by Councilman Marnell; carried. Councilwoman Phibbs moved a resolution to accept Bank signatures, seconded by Councilman Marnell; carried. Councilman Friedman moved a resolution to endorse the NYS Property Taxpayers Protection Act, seconded by Councilman Marnell; carried. Councilman Friedman moved a resolution to accept William Ahern bid for the 2008 Beach Concession Stand at $325, seconded by Councilwoman Phibbs; carried. Councilman Marnell moved a resolution to accept Highway Fund spending, seconded by Councilwoman Phibbs; carried. Councilwoman Phibbs applauded the Schroon Lake Fire Dept. and the Ladies Auxiliary on the great job they did over the week-end with the power outage and taking care of the people in need. Councilman Whitney suggested that the town form an Architectural Review Board Committee so that we keep the same quaint Adirondack town. Councilman Whitney moved a resolution to congratulate the Schroon Lake Central School Boys and Girls Varsity Basketball Teams on capturing the Mountain & Valley Athletic Conference League Championships and also that the Girls Varsity Basketball Team has won the Section VII Class D for the second year in a row, unanimously moved and unanimously carried. Councilman Marnell moved a resolution to look into the purchase of a new 2008 Dump Truck under state contract, seconded by Councilman Friedman; carried. Councilman Marnell suggested that the Town of Schroon think about purchasing a Wood Boiler for the Highway Garage to save on costly fuel oil and it would pay for itself in a matter of time. Councilman Whitney moved a resolution to put Councilman Marnell in charge of the Energy Committee, seconded by Councilman Friedman; carried. Councilman Marnell moved a motion that they go into Executive Session at 9:39 P.M., seconded by Councilman Whitney; carried. Councilwoman Phibbs moved a motion to come out of Executive Session at 10:09 P.M. seconded by Councilman Marnell; carried Councilman Marnell moved a motion to adjourn at 10:10 P.M. seconded by Councilwoman Phibbs; carried.
