Regular Town Board Meeting held July 14, 2008 at 7:00 P.M. at the Town Hall in Schroon Lake N.Y.
Present: Town Supervisor: Cathy Moses Councilpersons: Roger Friedman, Mike Marnell and Mark Whitney Clara Phibbs - Absent Highway Superintendent: Dana Shaughnessy Town Clerk: Patricia Savarie Also Present: See Attached Supervisor Moses called the meeting to order at 7:05 P.M. with the Pledge to the Flag. Supervisor Moses said she was happy to announce that the Board of Supervisors had passed a resolution to put in phone lines at the Schroon Lake Firehouse to avoid a possible liability because of the poor communication with the 911 communications. Workshop for Wilderness Project at Davis Motel Mark Casolo and Fred Jackson were present to discuss their plans for the future. They would like to purchase the property at Davis Motel and put in a Wilderness Lodge with 28 rooms, restaurant, cocktail lounge, pool, spa and 32 townhouses down by the lake. The workshop to discuss this will be July 21, 2008 at 6:00 P.M. in the Town Hall. Public Participation Anne Gregson stated that she would like to use the Town Park to host the first 2008 Lance Gregson “One eye Classic” Bike Festival and Picnic either on Sept. 28th or Oct. 5th. The main purpose of the event will be to bring together people to celebrate and keep alive Lance Gregsons spirit of fun, love of cycling and concern for others. It is anticipated that funds from registration fees, t-shirt sales and other sources will exceed the cost of the event. All such excess funds will be donated to a fund set up in Lance’s name for the purpose of promoting cycling in the Schroon Lake area. Funds from this year’s event will be used to sponsor a biking club at Schroon Lake Central School. Supervisor Moses stated that there would be a Bass Tournament the 28th of Sept. and suggested they go with the Oct. 5th date. Julie Sawyers suggested that the Town of Schroon start recycling #1 plastic bottles at the Land Fill. Supervisor Moses stated that it was on the agenda for the evening.
Resolution #163 Approval of Minutes Councilman Marnell moved a resolution to accept the June 9, 2008 minutes, seconded by Councilman Friedman; carried. Councilman Friedman moved a resolution to accept the June 19, 2008 minutes, seconded by Councilman Marnell; carried. Councilwoman Phibbs for the record would like it stated that she suggested if you are thinking about hiring someone full time make sure that person possesses all skills to do necessary work for all Town jobs. Resolution #164 Audit of Claims Councilman Marnell moved a resolution to accept the bills to be paid as reviewed, seconded by Councilman Whitney; carried. General Fund $299,151.32 Highway Fund $200,495.89 Sewer Fund $141,628.53 Water Fund $126,950.74 Thank-You to all the Volunteers of the Beautification Committee Supervisor Moses would like to thank all the volunteers in the Beautification Committee and the Mt. Lakes clients, along with Parks and Golf Course staff helping with watering. The Town of Schroon looks great with all the flowers around and stated that the committee tries to keep planting more perennials each year. Thank-You to all the Volunteers who helped with 4th of July Supervisor Moses would like to thank the Parks Dept., Highway Garage and the 4th of July Committee for all their hard work that made the day go so smoothly and the Town looked great the next day after all the hard work of cleaning up afterwards. N.Y. – Alert Supervisor Moses stated that Ray Thatcher from Essex Co. Office of Emergency Services had sent down a NYALERT Brochure and that he encourages all the residents to sign up as it is a valuable way to notify every one of advisories, watches, warnings and other emergencies. Surplus of old Dock Float Supervisor Moses informed the Board that they need to do something with the old dock float. Councilman Friedman suggested they call Dock Doctors to see if they have any value if they do not to go ahead and let them go to someone who can use them.
Water Truck Discussion Tabled till next month so that Dana has a chance to review it and to look the truck over good. Dana may want it for the Highway Department or may just get a new truck depending on the cost. New Crosswalk Supervisor Moses requested a new crosswalk from D.O.T. at the intersection of US Route 9 and Hillside Ave. D.O.T. will investigate this request and get back to Supervisor Moses. Signs are to be put up in the north and south of the village to warn drivers to slow down. Resolution # 165 #1 Plastic Bottles Councilman Whitney moved a resolution to start recycling #1 plastic bottles at the Transfer Station and to keep them separate from the #2 plastic bottles, seconded by Councilman Friedman; carried. Resolution #166 Comprehensive Emergency Management Plan Councilman Whitney moved a resolution to accept the Comprehensive Emergency Plan, seconded by Councilman Friedman; carried. RESOLUTION #166 ADOPTING EMERGENCY MANAGEMENT PLAN
Councilman Whitney moved a resolution to accept its adoption.
Be it resolved, that the Town Board of the Town of Schroon adopted the Town of Schroon Comprehensive Emergency Management Plan as presented by the Committee on July 14,2008 at the Regular Town Board Meeting.
This Resolution was seconded by Councilman Friedman; carried.
Resolution #167 Hasbrouck Water Tap Councilman Marnell moved a resolution to grant permission to the Hasbrouck parcel to install another water tap so that they may properly meter each parcel, seconded by Councilman Whitney; carried.
.Bass Tournament Supervisor Moses informed the Board that there will be a Bass Tournament on Schroon Lake the week-end of Sept. 27th and 28th and that this Tournament will be their last one for the season. Moorings Councilman Whitney tabled the mooring until next month so that Councilwoman Phibbs will be present for the discussion, seconded by Councilman Marnell; carried. Resolution #168 Quarterly Report from Codes Enforcement Officer Councilman Friedman moved a resolution to accept the quarterly report for Zoning / Building/ Fire Codes Dept., seconded by Councilman Marnell; carried.
Resolution #169 Bruce Caza Resignation Councilman Friedman moved a resolution with regret to accept Bruce Caza’s resignation from the Town Planning Board and to advertise for the position, seconded by Councilman Whitney; carried. Councilman Whitney suggested that next month they discuss the Fire Dept. and set up a drill in the fall for our Emergency Management Plan. Highway Superintendent Dana Shaughnessy wanted to thank Roger and Joel Friedman for the beach sand that they donated to the town. Dana stated that the Town of Schroon Highway Garage needed to be looking into purchasing a Track Hoe and to possibly trade in the 2004 Back Hoe. Resolution #170 Except Gift of Beach Sand Councilman Whitney moved a resolution to accept the gift of Beach Sand from Roger and Joel Friedman, seconded by Councilman Marnell; carried. Councilman Marnell suggested that the Town of Schroon start to get rid of surplus such as the John Deere side walk plow, Jacobson Turf Mower and Old Blazer. Councilman Marnell also suggested to the Board to start having the employees at the Transfer Station alternating with one coming in early and the other staying later by half an hour. Councilman Marnell had concerns with smells coming from a burning barrel behind the Grand Union and wanted to know who to contact. Supervisor Moses suggested D.E.C. for the burning issue or Ed Russell. Councilman Friedman stated that the feed back on the Tennis Court resealing was great and they will do the Basketball Court in the spring when they come back, also he would like to thank everyone who helped with the Summer Youth Commission Calendar. Councilman Friedman informed the Board that funds of $1,000,000 had been put back into the Snowmobile Trail System and would like to thank Governor Paterson for authorizing all revenues from Snowmobile Registration to be used to maintain the trail system and also stated that it would more than double their funds for that program. Executive Session to discuss Earth Waste Contract Councilman Whitney moved to go into Executive Session at 8:50 P.M., seconded by Councilman Marnell; carried Councilman Friedman moved to come out of executive session at 9:05 P.M., seconded by Councilman Marnell; carried. Councilman Marnell moved to adjourn at 9:05 P.M., seconded by Councilman Whitney; carried. I, Patricia J.
