Special Town Board Meeting held October 7, 2008 at 5:00 P.M. at the Town Hall in Schroon Lake N.Y. Present: Town Supervisor: Cathy Moses Councilpersons: Roger Friedman, Mike Marnell, Clara Phibbs and Mark Whitney Highway Superintendent: Dana Shaughnessy Town Clerk: Patricia Savarie Also Present: See Attached
The meeting was called to order at 5:00 P.M. with the Pledge to the Flag. Public Participation Richard Schoenstadt announced that the Town of Schroon had received a grant from New York State in the amount of $23,500.00 for the purchase of a 500,000 Btu/hr Econoburn, staged-combustion, wood – fired boiler for the Town of Schroon Highway Garage. Richard stated we would be a pilot project for other New York local government officials interested in wood-fired boilers for highway garages and other municipal buildings. A committee made up of Councilman Marnell, Dana Shaughnessy, Richard Schoenstadt and Councilman Whitney will look at the best way to go as far as purchasing a Wood Fired Boiler. Laura Donaldson who was representing the Chamber of Commerce would like to express to the Board her concerns of when the Town will display the Fireworks. The Chamber would like to see the Fireworks displayed the night of December 13,2008 along with their Christmas Celebration. Resolution #189 T- Mobile Meredithe Smith a representative from T-Mobile, stated that they had the lease ready to sign. Dave Clark had some concerns that he would like to address. He stated that there are three sources of power up at the site. Any upgrade to the power source would be T-Mobile’s responsibility. Dave also had concerns with easements, and if they would be welding done to the water tower. He also stated that he knew they had a unit that looked like a spaceship on legs. Meredith said they would take care of any easements, and there would be no welding done to the water tower. She stated they had a unit on legs and that there was room to put one there. Meredith stated they needed APA approval, and it would be a 1 year lease for now, and then a 5 year lease renewed up to 30 years. The rent would go up 4% annually. Councilman Marnell moved a resolution to sign the lease agreement with the four requirements to be met as follows which are the easement, no tank welding, power and the unit on legs, seconded by Councilman Whitney; carried. The Supervisor also requested “as built” for the project. Resolution #190 Go to Bid for Excavator Purchase Councilman Marnell moved a resolution to go to bid for a Kubota Excavator KX080 and to declare the 710 John Deer Loader as surplus, seconded by Councilwoman Phibbs; carried. Resolution #191 Budget Amendment Councilwoman Phibbs moved a resolution to appropriate money from General Fund Balance for the purchase of the Loader (A00-07-8160.200) from highway in the amount of $35,000.00, seconded by Councilman Friedman; carried. Resolution #192 Budget Workshop Dates Councilwoman Phibbs moved a resolution to set up Budget Workshops for Wednesday October 15 and Tuesday October 21, 2008 from 2:00P.M. – 5:00 P.M. held in the Supervisors office, seconded by Councilman Whitney; carried. Resolution #193 Public Hearing for 2008 Town Budget Councilwoman Phibbs moved a resolution to hold a Public Hearing on the proposed 2008 Town Budget for November 10, 2008 at 6:00 P.M. to be held in the Town Hall Meeting Room, seconded by Councilman Whitney; carried. Fireworks After much discussion by the Board it was decided that the Fireworks will be displayed on December 31, 2008 as a First Night. The Fireworks money was given to the Town of Schroon by our County Clerk Joe Provoncha through the Essex County Stop D.W.I .Fund. The Fireworks will be displayed at 8:00 P.M. Executive Session Councilman Friedman moved to go into Executive Session at 6:30 P.M. to discuss a disciplinary action on a particular person seconded by Councilwoman Phibbs; carried. Councilman Friedman moved to come out of Executive Session at 6:49 P.M., seconded by Councilwoman Phibbs; carried. Councilwoman Phibbs moved to adjourn at 6:50 P.M. seconded by Councilman Whitney; carried.. I, Patricia J.
