Budget Workshop Meeting October 21, 2008 at 2:00 P.M. held at the Town Hall in Schroon Lake N.Y.

The workshop was called to order at 2:05 P.M.

Landscaping for Town Hall

 We had a  Presentation by David Campbell from Adirondack Botanicals proposing a plant list for the Beautification Committee. There are plans for renovations of landscaping to be done on the south side of the Town of Schroon Town Hall.  All plants have been selected for ease of maintenance, seasonal interest and drought tolerance. The labor for installation will be provided by volunteers of the Schroon Lake Beautification Committee.  All the prices used for this quote are based on 2008 retail and wholesale prices and are subject to change without notice.  David stated we will endeavor to provide the nicest plant material available while staying within the budget. The estimated cost of materials for the proposed landscape will be $2,838.00.

Health Insurance

            Tish from Burnham Associates was present to discuss employees Health Benefits.  Tish stated that she did not have any figures yet, and that the PPO Plan will no longer be available.  The Board will take the information to look at and review and compare different policies and have Tish come back at a later time to discuss which policy they will go with.

Resolution #209 Golf Course Drainage Repair

            Councilman Whitney moved a resolution to do drainage repair at Golf Course not to exceed $12,500.00 and to take the money from Fund Balance, seconded by Councilman Friedman; carried.

RFP for Affordable Housing

            Councilwoman Phibbs made a motion to table the discussion on Affordable Housing at a later date, seconded by Councilman Whitney.

Supervisor Moses stated that they would send resolution #181 and the RFP to Audit and Control for review and bring it back at a later time.

Resolution #210 Revolving Loan Request

            Councilman Marnell moved a resolution to go along with Joe Kelly’s recommendation to increase the loan amount from $25,000.00 to $50,000.00 , seconded by Councilman Friedman; carried.

Resolution #211 Tax Collector Increase

            Councilman Marnell moved a resolution to increase the Tax Collector’s salary to 5% because of an added month of tax collecting in the amount of $181.70, seconded by Councilman Friedman; carried.

Highway Dept.

            Dana Shaughnessy, Highway Superintendent requested a 5% raise for the Highway Department Employees there was much discussion.  Councilman Marnell moved a resolution to give a 5% increase across the board for all Employees, seconded by Councilman Whitney.
