Town Board Meeting held May 11, 2009 at 7:00 P.M. at the Town Hall in Schroon Lake N.Y. Present: Town Supervisor: Cathy Moses Councilpersons: Roger Friedman, Clara Phibbs and Mark Whitney Highway Superintendent: Dana Shaughnessy Town Clerk: Patricia Savarie Also Present: See attached
Supervisor Moses called the meeting to order at 7:00 P.M. with a Pledge to the Flag. Mr. Flint Stone with North East Snocross and Hillclimb Tour addressed the Board and informed them that they were planning 6 snowmobile hill climbs and 6 snocross races for the 2010 season and would like to see if the ski tow mountain would like to be added to their next racing season. He said they offer sponsorships, insurance, 50% advertising, trophies, track and they have national sponsors and contingency money for racers. This would be a one day event. Racers compete for cash and prizes as well as race for year end points. They would like to help our town promote businesses in any way they can. The Town would be responsible for 50% of advertising and getting volunteers to help out with parking and food concessions. The Board said they would think about it and get back to him if they are interested in doing the event. Supervisor Moses introduced Mike DeWine from Adirondack Advanced Energy Efficiency Management regarding the Advanced Energy Codes. Mike stated that the energy codes were happening nationwide and the goal was to keep energy money at home, help communities build the economy by saving energy, reduce stress on the power grids and improve air quality. Mike stated there is training for Advanced Energy Codes for the Towns Code Officer. The codes are 30% better then the old codes and it is very important for all towns to get involved as the stimulus money will require a National metric of 90%. Mike stated that is very important for the Town to know how much energy they are using in their buildings and to try to organize it all and make changes to save money and energy. Resolution #119 Approval of Minutes Councilman Whitney moved a resolution to accept the April 13, 2009 minutes, seconded by Councilman Friedman; carried. Councilman Friedman moved a resolution to accept the May 3, 2009 minutes, seconded by Supervisor Moses; carried. Resolution #120 Audit of Claim Councilman Whitney moved a resolution to accept the bills to be paid as reviewed, seconded by Councilwoman Phibbs; carried. General $29,130.50 Highway $7,960.14 Sewer $5,049.55 Water $4,171.12 Resolution #121 Order calling Public Hearing for Sewer District At a regular meeting of the Town Board of the Town of Schroon, Essex County, New York, held at the Town Hall, in Schroon Lake, New York on May 11, 2009, at Seven o'clock P.M., Prevailing Time. WHEREAS, the Town Board of the Town of Schroon, Essex County, New York, has caused to be prepared a map, plan and report, including an estimate of cost, pursuant to Section 202-b of the Town Law, relating to the increase and improvement of the facilities of Sewer District No. 1, in the Town of Schroon, Essex County, New York, being the construction of improvements to and reconstruction of wastewater collection and treatment system, including original equipment, machinery, apparatus, appurtenances, and incidental improvements and expenses in connection therewith, at a maximum estimated cost of $4,340,413, which maximum estimated cost is expected to be paid in whole or substantial part from grants-in-aid therefore; and WHEREAS, said capital project has been determined to be an Type 2 Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act (“SEQRA”), the implementation of which as proposed, the Town Board has determined will not result in any significant environmental effects and SEQRA compliance materials are available for inspection in the office of the Town Clerk during regular business hours; and WHEREAS, it is now desired to call a public hearing on the question of the increase and improvement of the facilities of said Sewer District No. 1, in the matter described above, and to hear all persons interested in the subject thereof, concerning the same, in accordance with the provisions of Section 202 b of the Town Law; NOW, THEREFORE, IT IS HEREBY ORDERED, by the Town Board of the Town of Schroon, Essex County, New York, as follows: Section 1. A public hearing will be held at the Town Hall, in Schroon Lake , New York, in said Town, on May 27, 2009, at 5 o'clock P.M., Prevailing Time, on the question of the increase and improvement of the facilities of Sewer District No. 1, in the Town of Schroon, Essex County, New York, in the manner described in the preambles hereof, and to hear all persons interested in the subject thereof, concerning the same, and to take such action thereon as is required or authorized by law. Section 2. The Town Clerk is hereby authorized and directed to cause a copy of the Notice of Public Hearing hereinafter provided to be published once in the Times of Tie, the official newspaper, and also to cause a copy thereof to be posted on the sign board of the Town, such publication and posting to be made not less than ten, nor more than twenty, days before the date designated for the hearing. Section 3. The notice of public hearing shall be in substantially the following form:NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Town Board of the Town of Schroon, Essex County, New York, will meet at the Town Hall, in Schroon Lake, New York, in said Town, on May 27, 2009, at 5 o'clock P.M., Prevailing Time, for the purpose of conducting a public hearing upon a certain map, plan and report, including an estimate of cost, in relation to the proposed increase and improvement of the facilities of Sewer District No. 1, in said Town, being the construction of improvements to and reconstruction of wastewater collection and treatment system, including original equipment, machinery, apparatus, appurtenances, and incidental improvements and expenses in connection therewith, at a maximum estimated cost of $4,340,413, which maximum estimated cost is expected to be paid in whole or substantial part from grants-in-aid therefore. The aforesaid project has been determined to be an Unlisted Action pursuant to the regulations of the New York State Department of Environmental Conservation promulgated pursuant to the State Environmental Quality Review Act (“SEQRA”), the implementation of which as proposed, the Town Board has determined will not result in any significant environmental effects and SEQRA compliance materials are available for inspection in the office of the Town Clerk during regular business hours. Census Supervisor Moses stated that between April and July of 2009, U.S. Census employees will be visiting every housing unit in every neighborhood of our community. In order to conduct the 2010 Decennial Census, the Census Bureau must know the address and physical location of each place where people live or stay. Space Needs Workshop There will be a Space Needs Workshop for the Courts and Library with an update from the architects on June 8, 2009 at 5 P.M. in the Town Hall in the meeting room. Sign for Seagle Music Colony Councilman Whitney moved to table the request from Seagle Colony to put a sign up on town property, on the corner of Charlie Hill Road and Rt. 9, until they check with the APA and DOT on were the sign can go and how big it can be, seconded by Councilman Friedman; carried. Resolution #122 Golf Course Club House Roof Replacement Bid Councilman Friedman moved to take the Club House Roof Replacement Bid off the table, seconded by Councilman Whitney; carried. Councilman Whitney moved a resolution to award the bid to the lowest bidder, Murphy Construction for $6,120.00, seconded by Councilman Friedman; carried. Purchase of Crack filling Machine Councilman Friedman moved to table the purchase of the Crack Filling Machine until they could see what they could purchase one for or possibly someone had one in surplus at a reasonable price, seconded by Councilman Whitney; carried. Facility Use Forms Supervisor Moses stated that she had two facility use forms one for Word of life to use the hanger for a student classroom for student flight orientation ground school Monday – Friday but there was no date so the Board asked her to find out the date. The second request was for an Adirondack Bass Club Fishing Tournament on July 25,2009 the Board asked Supervisor Moses to make sure it would not conflict with the Fish and Game Club Children’s Fishing Derby held the same day. Bath House Floors Repairs Proposal Councilman Friedman moved to have a walk- through with the Board Members to access what repairs need to be done with the grant money that was left over from the Town of Schroon Pier Project. The meeting will be May 27, 2009 at 4:00 P.M. Resolution #123 Highway Spending Agreement Councilman Whitney moved a resolution to accept the Highway Spending Agreement for blacktopping the sum of $100,081.00 may be expended for general repairs, seconded by Councilman Friedman; carried. Resolution #124 Online Banking Agreement Councilman Whitney moved a resolution to accept the online banking agreement for direct deposit, seconded by Councilman Friedman; carried. Resolution #125 Rescinding Golf Course Employees Resignation Councilman Whitney moved a resolution rescinding Raymond Planty’s first resignation due to the wrong dates, seconded by Councilman Friedman; carried Resolution #126 Purchase of Credit Card Machine for Golf Course Councilman Whitney moved a resolution to purchase a credit card machine for the Golf Course, seconded by Councilman Friedman; carried. Maintenance for Flower Care Councilwomen Phibbs moved a resolution to hire June Dennett for Flower Care at the rate of $800.00 for the season ,seconded by Supervisor Moses, Councilman Whitney abstained and Councilman Friedman abstained stating it is not a good policy to hire someone without knowing ahead of time what the Town will be paying. Lights in Park Supervisor Moses stated that Lance Gould had requested that the lights in the Park be repaired by H K General Contracting. Councilman Friedman moved to have the work done, seconded by Supervisor Moses, Councilwoman Phibbs opposed, Councilman Whitney opposed. Resolution #127 Alternate Member to Revolving Loan Fund Councilwomen Phibbs moved a resolution to have an alternate member added to the Revolving Loan Committee, seconded by Councilman Friedman; carried. Board Comment Supervisor Moses stated that Laurie Bruce owned the Coffee Maker and Cash Register at the Golf Course and stated that she would sell them to the Town of Schroon for $250.00 . Councilwoman Phibbs stated that she had received a letter from a concerned citizen stating they were enjoying the website but had concerns on the development that was in progress under the Planning Board. Councilwoman Phibbs stated that she wondered where our town was headed. At the last board meeting we talked about affordable housing and I would like to know who is going to be able to afford them if there are no jobs here. The point is we do need to care about our Town, are we going to be a big town, are we going to be a small town we need to preserve the quality of our Town. Supervisor Moses stated that we have DEC, APA, Town Zoning and a Planning Board for oversight. Councilman Whitney stated he was researching operation and management for the Golf Course and was looking into ways of making it more profitable then in the past. Councilman Whitney also wanted to thank the Judge and Court Clerk for the great job they do collecting revenue for our town. Councilman Friedman stated that the Board needs to know from the Revolving Loan Committee how we define 50%, only 50% can be loaned out, but 50% of what amount. Councilman Friedman stated that it would be nice if DOT would put up signs saying Schroon Lake Business District as you get off the Northway at Exit 27 and 28. Public Participation Don Sage wanted to know if the Town had heard when the Veterans Memorial Service was going to be and if they had contacted the Town. Councilwoman Phibbs made a motion to adjourn at 10:12 P.M., seconded by Councilman Whitney; carried. I, Patricia J.
