Bid Openings for Screened Sand at 3:00 P.M.

Sealed Bids for Screened Sand were open at 3:00 P.M. There were two bids received.

Larry Koller $3.45 per yard

Bids will be awarded later this evening at the Organizational Meeting at 6:00 P.M.
 

Workshop with Time Warner Cable January 5, 2009 at 6:00 P.M. held at the Town Hall in Schroon Lake N.Y.

The Workshop was called to order at 6:00 P.M. with a Pledge to the Flag.

A brief presentation was given by John Mucha from Time Warner Cable. John stated that changes were made on December 30, 2008 and based on Federal Law the fact is Essex County is in the Plattsburgh and Burlington broadcasting area not in the Albany area. Time Warner Cable is trying to put the correct broadcasting into the correct areas designated by the Nelson Market System. The big changes were changing the Fox Albany channel to the Fox Burlington Channel. Supervisor Moses stated at this time we will take questions from the floor. Mark LaPlante questioned why we were making the changes now, stating “we get a lot of Vermont news but not much news from New York State”. John stated that Time Warner Cable should have put the right channels on years ago when the service was first put in, but did not. Schroon Lake has some duplicate channels and that uses up a lot of channel capacity. Time Warner would like to see them changed to other channels be able to give us more selections. Out of market stations such as Albany will be assessed additional costs for copyright fees. Mark LaPlante stated that it would have been nice if Time Warner Cable had done a survey to see what the Schroon Lake residents would like, and that as a whole the residents do their shopping in Glens Falls and the Albany area. Laurie Bruce stated that she was only getting 16 channels with her basic cable and did not know why. John said she should be getting 21 channels and would look into it. Craig Warner wanted to know if Time Warner Cable would be putting in a generator so when the power goes out the customers who have generators at home would be able to watch T.V. John stated that Time Warner Cable had no plans to purchase a generator because of the way the lines are set up. The lines will go for a mile or so and then need power from the next house to continue connections from one area to another. Supervisor Moses stated that possibly Councilman Whitney would like his Committee to look into doing a petition around town and make sure that it is done legally and you may want to put in specific channels that the residence would like. Councilman Whitney stated that the Cable Committee would be glad to do that and that the Town needs to contact the FCC to try to get the channel line up changed. Councilman Whitney stated that at the present time the Town is looking at the contract with Time Warner Cable and possible they could negotiate with them to purchase the stations that the customers would like in the Schroon Lake area.

The meeting was called to order at 6:35 P.M. with the Pledge to the Flag.

Supervisor Moses stated that she had received a letter from Lewis Donnelly wanting to rent the Hanger and he is looking for a long-term lease, and is interested in adding a Hanger door. Councilman Phibbs made a motion to Table this until there was more information and the Board could get something’s clarified before making any decisions, seconded by Councilman Whitney; carried.

Public Participation

Laurie Bruce stated that her reports for Dog Control and the Golf Course would be ready for the next Board Meeting.

Harold Karaka would like to thank the Highway Crew for keeping Charlie Hill Road plowed so well. Dan Riggins also would like to thank Wayne Welch for such a great job on the sidewalks, in keeping them cleared off for walking.

Councilwoman Phibbs moved Resolutions #1 – 55, seconded by Councilman Friedman, carried.

Resolution #56 Cliff Rogers’s resignation of Revolving Loan Fund

Councilman Whitney moved a resolution to accept Cliff Rogers’s resignation from the Revolving Loan Committee and to advertise for the position, seconded by Councilman Friedman; carried.

Resolution #57 Screened Sand Bid Awarded

Councilman Whitney moved a resolution to accept Larry Kollers bid at $3.45 per yard for screened sand for the Town of Schroon Highway Department, seconded by Councilman Friedman; carried.

Resolution #58 Youth Commission Bills

Councilman Whitney moved a resolution to pay the bills for the Youth Commission First Night entertainment, seconded by Councilwoman Phibbs; carried.

Resolution #59 Purchase of Sander for Highway Pick-Up Truck

Councilwoman Phibbs moved a resolution to pay for the purchase of a sander for the Highway Pickup Truck from Bob Cat Sports at the price of $1500.00, seconded by Councilman Whitney; carried.

Supervisor Moses stated she had received information from Julie Weaver, who is the Outreach Coordinator from Clinton-Essex-Franklin Library System, she stated that the money to fund the last minute construction projects would potentially come from a Federal Economic Stimulus package that may be put into effect under the new Obama administration. No matching funds will be required, applicants will most likely be looking at a June 2009 start date and the buzz words are “energy efficiency”. Supervisor Moses sent this information to SD Atelier and the Library. Supervisor Moses informed the Board to bring a list of what major projects need to be addressed, such as the Rogers Brook Sewer line.

Board Comments

Councilman Whitney suggested they keep moving forward with the NYSERDA project and get it in place very soon for energy savings. Councilman Whitney also wanted to know if we had a committee put together for the Water and Sewer District. Supervisor Moses stated that she had advertised for committee members, but had no response. She will form a committee for the Water and Sewer District.

Councilman Friedman had passed out three summaries on the Essex County Tourism Master Plan Project to the Board and stated there will be a meeting in the spring for Tourism. Councilman Friedman stated that the resolution that the Town of Schroon had signed with the Common Ground Alliance had grown from five signatures to five pages full of names.

Councilwoman Phibbs moved to adjourn at 7:30 P.M., seconded by Councilman Whitney; carried.
