Town Board Meeting held April 14, 2008 at 7:00 P.M. at the Town Hall, in

 

 Schroon Lake N.Y.

     The meeting was called to order at 7:00 P.M.  The Historical Society President, Loris Clark,

gave a presentation and stated that the building needs a lot of repair.  It is very important to preserve the past for the future children of Schroon Lake and North Hudson.   There are a lot of water damage and foundation issues.  Unfortunately, she stated that in order to take care of the problems they would have to close the Historical Society down for the 2008 Summer Season. While the building is closed they will work on the foundation and water damage issues.  At the same time, they will do a complete inventory and do new labeling on many of the artifacts.  The first big job will be to move all the artifacts upstairs or into the back of the building.  Loris also stated that the Historical Society would still do their special events during the season such as the Strawberry Festival and Tours around town.  Volunteers are a big part of how the Historical Society operates and Loris thanked them all and stated they are priceless. Tim Botterbush is the caretaker and maintenance man for the building. Tim stated that he would like as many volunteers to work on the project as possible and has a contractor in mind who said he would work with volunteers and is fully insured.  The cost of the project is to be around $20,000 including materials and labor.

PUBLIC PARTICIPATION

     Jane Claus stated that April is National Library Month and thanked the Town for their support.

     Councilman Marnell moved a resolution to accept the March 10th minutes; Councilman Friedman seconded and carried with these additions to the minutes.  An article written by Norm VanValkenburgh .The article was the debate over snowmobilers in N.Y.S. Forest Preserve and how they could abolish any riding on the Forest Preserve.  Councilman Friedman also wanted to share a meeting he had been to with guest speaker Bill Osborne.  The meeting was to inform people of the changes happening in Hamilton County and throughout the Adirondack Park.  Many properties that previously were a part of our tourism infrastructure have become second homes. There have been fewer full time jobs and very little affordable housing for the year round residence.   

     Councilman Friedman moved a resolution to accept the March 27th minutes, seconded by Councilman Marnell; carried.

     Councilman Marnell moved a resolution to pay bills as reviewed, seconded by Councilman Friedman; carried.  Councilwoman Phibbs abstained on the H&K bills.

   

     Councilwoman Phibbs moved a resolution to amend the budget to close the Parks Capital Project, seconded by Councilman Whitney; carried

     Councilwoman Phibbs moved a resolution to move the next Town Board Meeting to May 5, 2008 rather than May 12, 2008, seconded by Councilman Whitney; carried.

     Councilwoman Phibbs moved a resolution to accept the Zoning Board and Codes Report, seconded by Councilman Friedman; carried

     Councilman Marnell moved a resolution to go out to bid and to advertise for Screened Sand with specification, seconded by Councilman Friedman; carried.

     Councilman Friedman moved a resolution to approve and support the Adirondack Marathon to be held on September 21, 2008 from 9:00A.M. to 3:00P.M., seconded by Councilman Whitney; carried

     Councilman Marnell moved a resolution to approve the Tobacco Point of Purchase which urges all retail stores to sell tobacco products to take voluntary steps to reduce the size and number of tobacco advertising and promotional displays that are visible from outside and inside the store, seconded by Councilwoman Phibbs; carried.

     Councilman Marnell moved a resolution to oppose any amendment to the Real Property Tax Law, General Municipal Law, Town and Education Law regarding N.Y.S. Tax Collectors unanimously seconded; carried.

     Councilman Marnell moved a resolution to accept Mary Egan as an Alternate on the Revolving Loan Committee, and Kathy Shiells to serve a two- year term on the Revolving Loan Committee, seconded by Councilwoman Phibbs; carried.

     Councilman Friedman moved a resolution to hire Margaret Baranoff as a part time employee in the Library at the rate of $9.21 an hour, seconded by Councilman Marnell; carried.

     Councilwoman Phibbs moved a resolution, with great regret, to accept Tim Vanderwieles resignation from the Youth Commission and to thank him for the wonderful 20 years of volunteer work with the youth of Schroon Lake, seconded by Councilman Friedman; carried.    

     Councilman Marnell moved a resolution to appoint Pastor David Peterson and Peter Veverka to the Schroon Lake Youth Commission for a 5 year term, seconded by Councilman Whitney; carried.

     Councilman Whitney moved a resolution to do a  request for proposal for design for space needed at the Town Hall, seconded by Councilman Marnell; carried.

     Supervisor Moses stated that Steve Gaillardet would like his hourly rate at the Golf Course to go from $10.32 to $13.00 and hour since he was doing mechanical work. The board discussed it and felt it should be a Board Directive and have Supervisor Moses contact Amtek or Dan Palmer to change his job title and see what rate he should be at, before any decision can be made.

     Supervisor Moses stated she will get quotes for Generator Maintenance Agreement for the Town Hall.  Cummins Northeast has submitted a quote already.

     Supervisor Moses stated that on May1, 2008 at 6:00 P.M. Ray Thatcher would be here for a meeting to go over the Emergency Response Plan for the Town of Schroon.

     Councilman Marnell moved a resolution to hire Nathan Armstrong for the Golf Course Superintendent  as a seasonal employee at the rate of $18.00 an hour, seconded by Councilman Whitney; carried.

     The Town Board unanimously moved a resolution to appoint Raymond Planty as Assistant Golf Course Superintendent , unanimously seconded; carried.

     Councilwoman Phibbs moved a resolution to accept Youth Commission minutes, seconded by Councilman Marnell; carried.

     Supervisor Moses stated that the Tennis Courts need to be resurfaced and that there had been a request from Dan Riggins to put in a Pickle Ball Court for the Senior Citizens. Councilman Marnell was going to look into it and do a site visit to the Tennis Courts to see where it could be located.

     Councilman Friedman moved a resolution to accept the Ski Tow Report, seconded by Councilwoman Phibbs; carried.

     Councilman Friedman moved a resolution to accept the Annual Report for Public and Association Libraries – 2007, seconded by Councilman Whitney; carried.

     Councilwoman Phibbs moved a resolution of recognition and appreciation to everyone who has helped in any way to revive and preserve the special memories of the Drag Strip in North Hudson N.Y. and to wish them a great day of celebration on “Remember When”, unanimously seconded; carried.

     Councilman Whitney stated that John Mucha with Time Warner Cable would be here for a meeting May 5, 2008 at 6:00P.M. to answer any questions to the public.

     Councilman Marnell stated he had been looking into a Central Boiler for the Town Highway Garage to be heated with wood and thought it would cost around $20,000, but would get the specification sheet and get quotes from several companies.

PUBLIC PARTICIPATION

     Jane Claus questioned hourly rates and suggested that they consider steps for each year of service; otherwise the new employee gets the same pay as an employee who has a few years of service.

     Laurie Bruce stated that she would like to see the flowers done again at the Golf Course.  The window boxes were never done last year.

     Sean Baker suggested placing more information on the web site calendar and also wanted to know when the Water and Sewer Bills would be leveling off. Sean also stated that Wayne Howard would like to volunteer his time to the Town of Schroon, now that he is retired.

     Councilman Whitney made a motion to adjourn the meeting at 9:10 P.M. seconded by Councilman Marnell; carried.
